avenues of serving "Public Purposes" were being explored. In every sense, the Prime Minister became the father of GDF military doctrine by interpreting the popular will and translating it into military thought and action. He formulated and propounded the synthesis of military, political and economic action and so shattered the conception of a `purely' military Force.

18.   THE FUTURE

An army is the military copy of society. Where the society is divided by class antagonisms, the ruling class will use the army to prop up its own power. This is true for Guyana, and it is the representatives of the small man - or taken collectively - the working class who now hold power. The GDF must understand this, and it should not be too difficult since the overwhelming majority of officers and soldiers come from working class origins. There is no question of looking abroad for models; our role and tasks have already been worked out. Over the past ten years methodical improvements have been introduced in the force and its unswerving loyalty to the government and political awareness have brought it to a high peak of overall efficiency and discipline.

Inspired by the objectives of the development plan and the goals of the government, the GDF has plunged whole heartedly in the struggle to achieve the targets set and contribute in every way possible to the tasks of feeding, clothing and housing the nation. These tasks are to be accomplished while still maintaining eternal vigilance to preserve the integrity of the state from external and internal enemies
